PURPOSE

To positively impact student achievement by performing the duties of a supervising electrician to include supervision, installation, maintenance repair, and replacement of all electrical systems and Heating, Ventilation, and Air Conditioning (HVAC) wiring in all District locations. Responsible for the operation, maintenance and repair of all electrical, plumbing, fire protection systems, intercoms, clocks and kitchen equipment.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from an assigned supervisor. Methods of performing tasks are the responsibility of the employee so long as performed within the established policies or as prescribed by rules and regulations. Work is reviewed periodically to assure compliance to standards and measured results.

Exercises functional and technical supervision, including written evaluations, over assigned personnel in the trades of electrical, low-voltage, plumbing, fire protection, intercom, clocks, and kitchen equipment.

ESSENTIAL FUNCTIONS OF THE JOB

May include, but are not limited to, the following

  1. Supervises and participates in all operational maintenance, repair, and installations, including electrical, low-voltage, plumbing, fire protection, intercom, clocks, and kitchen equipment.
  2. Trains, directs, and assists in evaluating the performance of assigned staff.
  3. Ensures work is assigned appropriately based on employee trade licensure.
  4. Oversees all apprenticeship programs for electrical, low-voltage, plumbing, fire protection and others, as required.
  5. Represents the district as the Electrical Signing Supervisor for all electrical installations by the districts licensed electricians.
  6. Maintains master electrical permits and inspections for all work completed under the master electrical permit by in- house staff.
  7. Assigns, schedules, and oversees the work of outside contractors.
  8. Reviews work to be accomplished and assigns jobs to crew members.
  9. Performs shop and field inspections, working in-progress and completed jobs.
  10. Assists in the preparation of the annual budget; prepares forecasts for area of assignment.
  11. Performs administrative analysis of systems and procedures of electrical and energy consumption.
  12. Prepares reports of findings.
  13. Provides technical and operational assistance and advice to personnel, including management personnel.
  14. Provides estimates of time and materials as required by the supervisor.
  15. Performs journey-level work.
  16. Monitors the upkeep and repair of tools and equipment used in the trade.
  17. Orders materials and supplies as needed; maintains records as required.
  18. Prepares reports and correspondence.
  19. Assists on special projects as may be identified by the Facilities staff.
  20. Maintains regular and consistent attendance and punctuality.
  21. Meets with building administrators in service areas to discuss building needs and to solicit feedback on work performance of the assigned workers.
  22. Assists managers in Facilities with special projects related to building operations.
  23. Responds to calls from or about schools and departments for planned, unplanned, and emergency assistance on a 24-hour basis.
  24. Resolves personnel issues.
  25. Assists Maintenance Service Manager with recruiting and hiring for open positions.
  26. Performs related duties consistent with job description and assignments.

Minimum Qualifications

Knowledge of

  1. Principles and practices of electrical, plumbing and mechanical systems.
  2. Principles and practices of work coordination and evaluation.
  3. Applicable codes, policies, regulations and laws governing work procedures and practices of the trades.
  4. Methods, materials, equipment and tools used in the trades.
  5. Safety Data (SD) sheets; what they are for and how to use them.
  6. Applicable safety rules, practices, and procedures.
  7. Local, state and national repair, installation and operation codes.

Ability to

  1. Develop and implement a program of maintenance, repair, replacement and installation of systems and materials for electrical, low-voltage, plumbing, fire protection, intercom, clocks, and kitchen equipment.
  2. Prepare estimates with time and materials.
  3. Work from sketches, shop drawings and blueprints.
  4. Prepare project specifications for acquiring bids and/or proposals for projects. Coordinate projects with contractors.
  5. Train others in technical skills.
  6. Prioritize and schedule daily calls and preventive maintenance. Read and comprehend Safety Data Sheets (SDS).
  7. Maintain records of work orders, parts, and preventive maintenance performed.
  8. Operate a vehicle and machines or tools used in maintenance and repair of electrical, low- voltage, plumbing, fire protection, intercom, clocks, and kitchen equipment.
  9. Use technology for word processing, spreadsheets, communication, the work-order database and other related applications and devices.
  10. Establish and maintain effective working relationships with those contacted in the course of work.
  11. Communicate clearly and concisely, both orally and in writing.
  12. Evaluate the performance of other employees.
  13. Coordinate the work of other employees.

Experience and Training

Any combination of experience and training that would provide the required knowledge and abilities is appropriate. A representative way to obtain the required knowledge and abilities would be:

Experience

Five years of successful experience in a supervisory or lead technical position, with an emphasis of customer service.

Training

Equivalent to the completion of the twelfth grade.

Special Requirements

  1. A current and valid Oregon General Supervising Electrical License. 
  2. A current and valid Driver’s License authorizing the operation of motor vehicles in the State of Oregon.

Work Environment

Work is often done independently, in the field year-round and involves exposure to chemicals, dirt, dust other unpleasant or dangerous materials. The Utilities Field Supervisor works primarily indoors in a variety of District buildings; however, some work will be required outdoors. The incumbent will be regularly exposed to odors, fumes, dirt and dust. Other potential hazards include but are not limited to chemicals, communicable diseases, sharp objects, electrical and/or motorized equipment and slippery surfaces.

May be required to work various shifts to avoid disruption of school or work.

Moderate to high level of contact with district personnel and outside agencies/community.

Physical Requirements

Frequent talking, hearing, reaching, walking, climbing, bending, twisting.  Occasional crouching and crawling.  Vision:  Frequent near and far acuity, depth perception, focal length change, color vision and peripheral vision.  Vision to read printed materials and computer screen or other monitoring devices.  Hearing and speech to communicate in person and by telephone or radio.

Strength:  Heavy – Exert force to 100 pounds occasionally and/or 50 pounds of force frequently.  Duties may involve significant sit/stand/walk/carry/push/pull.
