Primary Function

The Director of Federal and State Programs and Grant Management provides leadership, direction, development, delivery, monitoring, and reporting to implement the district’s federal education plan, the Elementary and Secondary Education Act (ESEA) requirements for federal programming, the Integrated Plan as required by the Oregon Department of Education and ensures adherence to other federal and state requirements and local policies and procedures. This position is responsible for programmatic and fiscal compliance with laws, regulations, and specific requirements established through federal and state funding and other assigned grants. The Director also ensures alignment with district goals, priorities, strategies and works to promote equitable access and outcomes for all students.

District Superintendent and/or their appointed designee(s).

Essential Responsibilities

 

  1. Supports school efforts to improve equitable access and outcomes for supported student groups using Federal Title funds and State grants.
  2. Provides strategic leadership and support for the development, implementation, and management of federal and state grants and associated education programs.
  3. Develops, implements, and regularly shares data from monitoring systems that measure the effectiveness of district goals, priorities, and strategies supported with federal and state grants.
  4. Works collaboratively with district and school leadership, as well as community partners, to identify funding opportunities and develop grant proposals.
  5. Ensures compliance with grant requirements, including financial reporting and program evaluation.
  6. Oversees the implementation of grant-funded programs and initiatives, ensuring alignment with district goals and priorities.
  7. Develops, recommends, implements, and evaluates grant systems and procedures and associated programs.
  8. Promotes equitable access and outcomes for all students through the effective use of grant funding and program implementation.
  9. Develops and maintains relationships with funding agencies and community partners to support the district's grant and education program initiatives.
  10. Represents district in local, regional, and state collaboratives related to federal and state grant use and management.
  11. Practices and implements effective leadership, communication, and collaboration, including strategies for creating inclusive, collaborative, and consultative relationships with diverse groups and individuals.
  12. Supervises and evaluates assigned staff, providing guidance and support to ensure the successful implementation of grant-funded programs and initiatives.
  13. Serves as a subject matter expert and responds in a timely manner from supervisor, school and department leaders, and district leaders.
  14. Expresses ideas, proposals, and recommendations effectively, both orally and in writing.
  15. Performs other duties as assigned.

Minimum Qualifications

  1. A valid and current Oregon Professional Administrator’s License appropriate for a district-level assignment.
  2. Master’s degree from an accredited college or university in education, public administration, or a related field.
  3. Five (5) or more years of experience in the identification, development, implementation, and assessment of curriculum and/or instructional programs.
  4. Three (3) or more years of experience as a school administrator.
  5. Three (3) or more years of experience in grant development, management, and compliance in a K-12 public school district setting, including experience with federal and state grant programs and associated education programs and initiatives.
  6. Ability to work onsite and travel between more than 65 district locations.

Preferred Qualifications

Proficiency and fluency with Spanish language (read, write, listen, and speak).

Work Environment

Climate-controlled office setting with exposure to minimal to moderate noise intensity levels. High level of contact with district personnel, community partners, and funding agencies, including frequent visits to district and non-district locations for meetings and activities. Regularly work on-site in the district. Occasional remote work is possible with permission of the supervisor.

Physical Requirements

Frequent reaching, handling, talking, and hearing. Mobility to work in a typical office setting and use standard office equipment. Stamina to remain seated and maintain concentration for an extended period and/or to frequently move from sitting position to standing, walking, stooping, and kneeling. Hearing and speech to communicate in person or over the telephone.

Vision: Frequent near acuity; occasional far acuity. Vision to read printed materials, computer screens and/or other monitoring devices.

Strength: Sedentary/Light – Exert force to 15 pounds occasionally or a negligible amount of force frequently to lift, carry, push, pull or move objects.

Evaluation

The performance of this position will be evaluated according to the District’s process for the evaluation of supervisory personnel.
