Our board goals establish the most important outcomes for Salem-Keizer Public Schools and put student outcomes at the center of our work.

Our Goals for Improving Student Outcomes

These board goals are at the heart of our strategic plan, which either directly advances them or strengthens the conditions that students, families, and staff have elevated as priorities.

Third Grade Literacy - 2024-25

This chart compares the percentage of third grade students meeting or exceeding proficiency on the state English Language Arts assessment to the district’s annual target across school years.

2021–2022: Target 26.3 percent; Actual 21.9 percent
2022–2023: Target 27.3 percent; Actual 23.8 percent
2023–2024: Target 28.3 percent; Actual 24.2 percent
2024–2025: Target 28.3 percent; Actual 25.4 percent

The overall third grade literacy proficiency rate increased from 24.2 percent in 2023–2024 to 25.4 percent in 2024–2025 — the highest rate since 2021–2022 — but remains 2.9 percentage points below the district’s annual target.

Student Sense of Belonging - 2024-25

The overall sense of belonging rate for grades 3–5 students declined in 2024–2025, with every demographic group falling below the annual target, though Black/African American and AIAN students reported an increase compared to the previous spring.

The overall sense of belonging rate for grades 6–12 students in 2024–2025 remained above the annual target, with every ethnic group reporting levels at or above target. Males consistently reported higher rates than females, while non-binary students remained the lowest but showed improvement.

Regular Attenders - 2023-24

The actual percentages improved, and by 2023–2024 the district met the annual target.

Ninth Grade on Track to Graduate - 2023-24

2023–2024: Target 80.1 percent; Actual 80.4 percent

The percentage of ninth graders on track decreased by 1.1 percentage points from 2022–2023 to 2023–2024, yet remained above the annual target.

Four-Year Graduation - 2023-24

2023–2024: Target 81.3 percent; Actual 79.4 percent

The graduation rate in 2023–2024 remained below the district’s annual target.
