What is a Long-Range Facilities Plan?

A Long-Range Facilities Plan (LRFP) is a strategic roadmap that helps guide the future of school district facilities. It looks ahead about ten years and outlines how our buildings can best support student learning, growth, and safety. The plan considers a range of factors—like enrollment trends, building conditions, educational needs, and community input—to help ensure our schools and buildings meet the needs of our students and staff.

State Requirements for Large School Districts

ORS 195.110 outlines the requirement for school districts to coordinate with local governments on long-range facility planning to ensure schools can support current and future student populations.
OAR 581-027-0040 sets the standards and process for developing and submitting a district’s long-range facility plan to the Oregon Department of Education for review.

The Importance of the Long-Range Facilities Plan

The LRFP helps the district make thoughtful, informed decisions about how to address the needs of our schools and facilities over time. This process ensures we are planning ahead to provide safe, welcoming, and high-quality learning environments for all students now and in the future. With consistent long-term planning, the LRFP helps us prepare for changing needs and make decisions that support, maintain, and improve our educational spaces.

How Long-Range Facilities Plans have impacted Salem-Keizer Public Schools

The previous LRFP served as the foundation for our 2018 bond measure, helping identify and prioritize the most critical facility needs across our district. The previous plan informed the decision to pursue a bond, highlighting areas such as:

Safety upgrades
Overcrowding
Outdated or inadequate learning spaces
And other facility needs
